The Indian government is advancing its emergency preparedness and strategic capabilities by proposing new Emergency Landing Facilities (ELFs) on national highways in Assam and Rajasthan. This initiative aims to enhance the country's ability to respond to various contingencies, including natural disasters and military emergencies.
Two ELF strips are proposed for both Assam and Rajasthan. In Assam, the proposed locations are along stretches of national highways in the Nagaon and Baksa districts. These additions would bring the total number of ELF airstrips in Assam to three, following the completion of an ongoing project in Dibrugarh district.
Across India, there are currently seven designated ELF stretches. Three of these are fully operational, while work is underway on the remaining four. The construction of these facilities involves transforming sections of highways into makeshift runways capable of accommodating various types of aircraft.
The Ministry of Road Transport and Highways (MoRTH) has emphasized that the proposed projects in Assam and Rajasthan are in the preparatory phase. Their implementation will depend on the results of thorough feasibility studies to ensure their practicality and effectiveness.
ELFs serve a dual purpose, supporting both strategic military operations and rescue and relief efforts during emergencies. They offer a vital resource for the Indian Air Force (IAF) to expand its operational flexibility and reach. Additionally, these facilities play a crucial role in Humanitarian Assistance and Disaster Relief (HADR) operations, particularly in remote areas.
The March 2024 emergency landing drill on National Highway 16 near Addanki in Andhra Pradesh showcased the successful integration of ELFs into emergency response procedures. The drill involved the participation of IAF fighter and transport aircraft, demonstrating the synergy between civil and
military agencies in executing complex operations.
By incorporating ELFs into the national highway network, the Indian government aims to create a robust infrastructure that can swiftly adapt to diverse challenges. This initiative aligns with broader efforts to modernize and enhance the country's infrastructure to meet evolving security and safety needs.
