India and France Hold Security Dialogue, Focus on AI in Warfare

NEW DELHI, INDIA – March 5, 2024 – India and France engaged in a comprehensive bilateral dialogue on Monday, addressing a range of security issues with a notable focus on the role of artificial intelligence (AI) in the military sphere.

The talks, held in New Delhi, indicate a deepening collaboration between the two nations as they explore the challenges and implications surrounding advanced technologies in warfare.

According to an official statement from the Indian Foreign Ministry, the dialogue encompassed several key areas of disarmament and non-proliferation, including nuclear, chemical, and biological weapons.

Further discussions delved into outer space security, conventional weapons, and multilateral export control regimes.

The specific inclusion of AI in military applications underscores the growing global concern and debate about the use of autonomous technologies on the battlefield. Ethical considerations, potential risks, and the need for international guidelines are likely to have been key themes raised during the dialogue.

“This discussion between India and France reflects their shared commitment to addressing the complex issues arising from advancements in military technology,” a Delhi based defense analyst stated. “Particularly with AI, establishing responsible use frameworks on a global scale is crucial.”

These talks between India and France serve as a reminder of the vital role that multilateral diplomacy plays in regulating and governing evolving military technologies.

The focus on AI in the military domain highlights the necessity for nations to collaborate on addressing the potential benefits and risks of these powerful technologies.

I think Jaishankar might be new NSA after Doval finally retires. He is very competent and he is already Modi's point man when it comes to strategic and geopolitical affairs.

Nope. Doval is more of the Hard-edge type of person, while Jaishankar is at soft-edge of diplomacy. Opposite ends of the carrot & stick spectrum, and both are good in the technicalities of their chosen specialisations. Can't have them mix and match between roles.

doval has been give 2 extensions already. He is getting too old. Job of an NSA is basically someone who speaks for the govt and is close confidant of the PM or president. for russia sergey lavrov does that job, and he is the FM of russia

If Doval has to be replaced then suitable alternative has to be found. Jaishankar cannot do this job. NSA is supposed to have knowledge & experience of using hard power (spies, weapons, troops) while FM is supposed to be expert at diplomacy (persuasion and public relations). Totally different specialisations.

NSA has to stay out of public eye, FM has to be a public mouthpiece and seek out the limelight for maximum publicity. FM requires knowledge and tactics for dealing with media, foreign politicians and heads of state.

NSA requires knowledge and experience to stay in the shadows and deal with shadowy organisation both locally and counterparts in foreign countries. Totally a different job.

BTW, Lavrov is in no way an NSA for Russian president.

you dont have knowledge of what yyou are talking about.

NSA is not spy chief, we already have them. NSA is not army chief, we already have it. Someone in foreign affairs already has knowledge of a lot of secret stuff, because most espionage occurs in the embassies. Jaishankar is perdect for the job

NSA coordinates the spy network and agencies, giving single point advice to PM on security matters. Diplomacy is a totally different domain. The spying that's carried out in embassies and high commissions is not under the aegis or the direction of the FM, although he may be aware of it going on. These spies don't report to FM. It is delusional to suggest that diplomatic advice and security/strategic affairs can be handled interchangeably by same person. Very different skill set required. Do you think Doval could transition to becoming the FM? He has a police/security background. Can he handle diplomacy like Jai? Does JS have any knowledge or experience of security matters like Doval? Jai is a career bureaucrat of foreign service.

Ps: NSA does not speak for the government. Never. The FM does that. NSA - He speaks to the PM. As for being a close confidant of the PM, all the close circle of PM are close confidants including NSA, FM, HM Amit Shah, RM Rajnath Singh, FinM Seetharaman, heck even the PA and PS of the PM are close confidants.

When is say NSA speaks for govt in foreign countries, I meant behind closed doors. NSA and FM have similar roles but they do it differently. FM work is in public eyes, but NSA works bwhind closed doors.
