We have ramjet for Akash and Astra 3 so could have done so ourselves long ago. Maybe they wait for Russia.
 
How hard is it to copy/reverse engineer the Brahmos ramjet engine...develop our own by copying and say it is inspired - China steals all the time...we should not steal but get inspired.

We tried to reverse engineer millions of items but only had 1-5% success.
