In a significant development, Canada has unequivocally reiterated its commitment to respecting India's territorial integrity. This statement comes amidst ongoing diplomatic tensions between the two nations following allegations by Canadian Prime Minister Justin Trudeau last year regarding India's potential involvement in the killing of pro-Khalistan figure Hardeep Singh Nijjar.
David Morrison, Canada's Deputy Minister for Foreign Affairs, appearing before the Public Inquiry into Foreign Interference in Federal Electoral Processes and Democratic Institutions on Friday, emphasized that Canada's position on this matter is "absolute." He stated, "Canada's policy is very clear that India's territorial integrity must be respected. There's one India, and that's been made very clear."
This reaffirmation of support for India's territorial integrity is the first such explicit statement since the diplomatic row erupted in September 2023. Morrison acknowledged that private dialogues between the two countries are ongoing, confirming previous reports by the Hindustan Times. He expressed hope for improved relations, stating, "We have open channels, we are continuing to talk to them (New Delhi)."
While acknowledging the "awful" activities of some pro-Khalistan elements in Canada, Morrison highlighted that many of these actions, though undesirable, fall under the protection of freedom of speech laws in the country. He also indicated a gradual improvement in the relationship since the crisis began, with some elements of cooperation being restored.
"Thankfully, some of the elements that underpin our relationship with India have been gradually restored over the past nine or so months,” Morrison said. “Canada and India are partners going back many decades. India is an increasingly significant global player and Canada is taking account of that in its policies.”
However, Morrison also emphasized the need for accountability regarding the Nijjar incident, stating, "We are determined to continue working with the Indians to restore some semblance of the relationship that we had, but we need some accountability for what happened."
The killing of Nijjar, a Canadian citizen and prominent Khalistan supporter, in Surrey, British Columbia, triggered a major diplomatic crisis between India and Canada. India has vehemently denied any involvement in the incident, labeling the Canadian allegations as "absurd" and "motivated."
Canadian police have recently arrested four Indian nationals in connection with the killing, but no evidence of Indian government involvement has been publicly disclosed. The investigation is ongoing, with Canadian law enforcement confirming that the possibility of an Indian connection is being actively pursued.
This latest development unfolds against the backdrop of a Canadian inquiry into foreign interference, which in May reported that India engages in activities aimed at influencing Canadian communities and politicians. The inquiry's findings add another layer of complexity to the already strained relationship between the two countries.
