India to Host Quad Malabar Naval Exercise in October Amidst Rising Chinese Presence in IOR

India is set to host the 28th edition of the Malabar naval exercise in the Bay of Bengal in October. This high-profile military drill will bring together the Quad nations – India, the US, Japan, and Australia – to enhance their military interoperability and war-fighting skills.

The exercise comes amidst escalating tensions with China, which has been flexing its military muscle in the South China Sea and expanding its strategic footprint in the Indian Ocean Region (IOR).

The Malabar exercise will focus on advanced anti-submarine warfare drills, complex surface, anti-air, and joint manoeuvres, and advanced tactical exercises.

China's Growing Presence in the IOR​

China's aggressive posture in the region has raised concerns among many countries. Beijing boasts the world's largest navy, and it has been using its military might to assert its territorial claims in the South China Sea.

Additionally, China has been expanding its presence in the IOR, establishing its first overseas base in Djibouti in 2017 and actively seeking additional logistical facilities in East African countries.

Chinese warships, often part of anti-piracy escort forces, are increasingly present in the IOR, while survey and research vessels are constantly mapping oceanographic data crucial for submarine operations.

These activities have raised concerns about China's growing underwater domain awareness and its potential to disrupt the free and open Indo-Pacific region.

India's Response and Growing Military Ties​

In response to China's growing assertiveness, India has been actively strengthening its military ties with the Quad and other countries.

India has military logistics agreements with several nations, including the US, Australia, France, Japan, South Korea, and Singapore, allowing for reciprocal refuelling, repair, and berthing facilities for warships and aircraft.

India's participation in the RIMPAC naval exercise in Hawaii, along with the deployment of a P-8I maritime patrol aircraft and INS Shivalik frigate to the South China Sea, demonstrate its commitment to maintaining a strong presence in the region.

The upcoming Malabar exercise is seen as a significant step in countering China's growing influence in the Indo-Pacific. It showcases the strong cooperation and shared values among the Quad nations, who are committed to ensuring a free, open, and inclusive Indo-Pacific region.
