Opinion With Indigenous AMCA Looming, Does India Truly Need to Invest in Costly Rafale Technology Transfer Under MRFA Tender?

The Indian Air Force's (IAF) quest for 114 Multi-Role Fighter Aircraft (MRFA) has rekindled the debate surrounding technology transfer (ToT) from international vendors, particularly concerning the Dassault Rafale.

However, with India's own Advanced Medium Combat Aircraft (AMCA) program making significant strides, the strategic value of acquiring Rafale technology through ToT is now being called into question.

Several factors contribute to this reassessment. Firstly, the AMCA, India's domestically developed fifth-generation fighter jet, is projected to begin production by early 2030s. This timeline suggests that by the time the MRFA tender translates into actual aircraft deliveries, the AMCA could be in its initial deployment phase or, at the very least, undergoing advanced testing. This raises concerns about the relevance of technology acquired from the Rafale by the time it is implemented.

Secondly, the AMCA program is already heavily invested in research and development in areas such as avionics, stealth technology, and advanced radar systems, which are the very technologies likely to be included in any Rafale ToT. Consequently, the transfer of technology might not offer substantial advancements beyond what India is already developing domestically.

Furthermore, HAL and DRDO have been actively developing and integrating advanced technologies for both the Tejas and AMCA programs. This includes crucial components like Active Electronically Scanned Array (AESA) radars, stealth features, and indigenous engines, which are essential for modern combat aircraft.

Therefore, much of what a Rafale ToT might offer, such as materials, avionics, and weapon systems integration, is already part of India's planned development for the AMCA, potentially limiting the impact of the transfer.

The financial aspect also plays a crucial role. The cost of ToT, encompassing royalties, maintenance, and long-term support contracts, might not be justifiable given the potentially limited technological gains, especially with domestic capabilities already advancing rapidly. Investing in domestic research and development for the AMCA could provide India with greater control over the technology and potentially lead to lower long-term costs.

Moreover, ToT agreements often come with restrictions on further development or export of the acquired technology. These limitations could hinder India's ability to fully utilize or modify the technology according to its unique strategic needs, particularly when compared to the freedom and flexibility afforded by developing its own indigenous aircraft.

Resources, both financial and human, that would be dedicated to implementing and absorbing Rafale's technology could potentially be better utilized to accelerate the AMCA project or other domestic defense initiatives. This approach would be more aligned with India's "Atmanirbhar Bharat" (Self-Reliant India) initiative, which emphasizes domestic production and technological independence.

Finally, developing the AMCA allows for customization tailored to specific Indian military requirements, climate conditions, and operational scenarios, an advantage that might not be fully achievable with foreign technology transfers.

The AMCA is designed with future technologies in mind, potentially including sixth-generation capabilities, making it a more forward-looking investment compared to acquiring technology for a fourth-generation plus aircraft like the Rafale.

In conclusion, while the Rafale is undoubtedly a highly capable aircraft, the evolving landscape of India's domestic fighter jet program, particularly the advancements in the AMCA project, necessitates a careful evaluation of the true benefits and long-term value of investing in Rafale technology transfer.

The focus on indigenous development, as embodied in the "Atmanirbhar Bharat" initiative, further strengthens the argument for prioritizing domestic capabilities and self-reliance in the realm of advanced fighter aircraft technology.
 
My simple question: does India have money for MRFA even if it happens? I mean, look at the defence budget... capital expenditure is just 1.8 lac cr... it's nothing for the requirements of our armed forces... big defence deals like... P75I, Project 18 destroyers, MRFA, many indigenous programmes... I am not getting how India will manage it... forget other things, India needs 8-10 billion for only jet engines for different programmes.... India needs a 100 billion dollar defence budget... it's very much needed... Why is our government not taking it seriously?
 
The author makes a compelling argument. The main question is - can the current R&D and industrial base deliver on the timelines committed? This is a doubt anyone will have if you see how many times the delivery schedules of Tejas (and others) have slipped.
 
This is the consequence of delaying the MRFA deal for the last decade. Why blame the French when M0di government dragged their feet and still dragging it. Timelines of AMCA by 2030 is unrealistic. IAF is staring at the black end of the tunnel. So many Air chiefs have given it up. The current chief is so frustrated. He doesn't have modern platforms which is equal to the 5th gen fighters. Will manage whatever is there is his ultimate statement.
 
It's not a joke, we need a proven engine for AMCA within 3 years. Saffron and India will take another 15 years to make 110 kN thrust.
 
No technology from a 4.5th generation jet is of any use in a 5th generation jet at all.

A proper 5th generation jet is in a different league entirely and it’s great that we are developing our own AMCA. Now we need to manufacture the prototypes and quickly clear all of the tests and certify its capabilities. Afterwards several private sector companies should start manufacturing the jets in a large number.
 
India IS a robust and vibrant market for alllllll the international arms manufacturers, arms brokers, dealers, lobbyists etc., offering billions and billions of dollars worth of business and how will those satiating and salivating group of guys would be willing to loose that ?

They will do ANYTHING AND EVERYTHING to make sure Indian homegrown and indigenous technology won't flourish nor be nurtured by ANY govt.

The very term "MAKE in India" is not accidental, IMHO. It stresses to ONLY MAKE in India and not conceptualize not design not research not development .... NOTHING. Only MAKE.

Which means, the west will have the lion's share of the market by selling its technology. At the max, they will come forward for a co-production and nothing more.

They know how to kill our indigenous technology, even if some people with spine occupy the influential post, using hook or crook methods. India can't and won't escape enticing and arm twisting of the West.

China is much bigger defence market, but it has spine and hence doesn't mortgage it's military industrial complex to the west, rather it tries to everything itself by nurturing and growing indigenous technology. And it can't be enticed nor arm twisted.

So, nothing is "LOOMING" in India, NOTHING ... NADA ...

In the past, it was USSR/Russia that was our primary defense seller. Now France and US too want their share.

Already France sealed its position for supplying fighter jets and trying to get more inroads to replace Russia.

And Trump told his Indian friend "are you gonna buy more American weapons or what ?" and there's an instant increase of procurement from America.

Already Lockheed' Martin CEO met Indian PM and that company is known for its "methods" of pushing its weapons. With Trump in the US President seat, one stare from him is more than enough for the india to kill its AMCA.

Agreement with France was signed with the previous cong govt to buy 125 rafales (36 out of which, off the shelf, in flying condition and the rest to be manufactured in India with TOT) Till date I've no clue why it was cancelled and why india stopped with only 36, per the revised agreement by the new govt. and that too at a highly inflated price. Almost 15+ years later, nothing materialized other than the MRFA tender. If that agreement was carried forward, in addition to the 36 jets, a few batches of co-devepped jets would've seen the light of the day.

I wouldn't rule out the hands of the USA behind this inordinate delay.

So, I wouldn't be surprised nor shocked if that happens to satisfy the USA.
