I made a phone call to director of ARDE and he said me to email my innovative weapon concept. I tried to email. I sent it on 17th April. I regularly sent polite reminder emails every 2 weeks. Try to go through your university. First convince your university professors about your innovation, and then ask them to contact DRDO through University official channels. It can give some authority to your innovation and may expedite the process.
 
Ok, when summer vacations will complete, I will contact my school's principal. Till then, I will invent more ideas.
By the way, my innovative idea is regarding large caliber ammunition, it will allow the projectile to behave like armour piercing and high explosive, by pulling connected lever up and down. If the lever is up, the projectile will behave like armour piercing and when lever is down, the projectile will behave like high explosive. Does this kind of ammunition technology exist as of your knowledge?
 
Why still smokeless powder and black powder are used in cartridges? Why not other propellants like aluminium powder mixed with an oxidizer even if it has high energy density compared to smokeless powder and black powder?
