Despite High-Altitude Testing Failures, Why India Is Turning to US Javelin Missiles to Counter Urgent Chinese Border Threats


It may seem contradictory that India has finalised a government-to-government agreement to acquire the American Javelin anti-tank guided missile (ATGM) system, considering it underperformed during high-altitude trials in Ladakh in late 2024.

This raises important questions about what happened during those tests and why New Delhi is investing in a weapon system that faced challenges in the exact terrain where it is currently most needed.

During recent Indian Army evaluations, multiple foreign missile systems have struggled to adapt to India's diverse geographical extremes.

While the Israeli Spike missile faced targeting lock-on difficulties in the scorching heat of the Thar Desert, the US-made Javelin encountered its own operational hurdles in the freezing, oxygen-deprived environment of Ladakh.

Given that these high-altitude regions have been a primary security focus since the Galwan Valley clashes with China, procuring a system that previously struggled in these exact conditions seems unconventional.

These testing outcomes have sparked intense debates among defence analysts regarding the country's military procurement strategy.

With prominent foreign systems falling short in critical trials, and the DRDO's indigenous Man-Portable Anti-Tank Guided Missile (MPATGM) undergoing years of rigorous testing prior to formal induction, experts are questioning how the armed forces prioritize their immediate equipment needs versus long-term developmental goals.

The rationale behind the purchase is driven by a two-pronged strategy.

Firstly, the military requires an immediate capability boost along the Line of Actual Control (LAC). Through the Emergency Procurement (EP-6) mechanism, which caps urgent acquisitions at ₹300 crore per equipment category, the Army aims to quickly counter the rapid armoured and infrastructural buildup by the Chinese military.

The military is willing to accept a combat-proven system, even if it is not perfectly optimized for all extreme altitudes, because frontline troops cannot afford to wait for a flawless weapon.

Secondly, this deal is viewed as a stepping stone for the future. Over the long term, India plans to pursue joint manufacturing of the Javelin with domestic firms like state-owned Bharat Dynamics Limited (BDL) or Tata Advanced Systems Limited (TASL), transforming a direct purchase into a strategic investment in local defence manufacturing technology over the coming decades.

Essentially, the agreement aims to strike a balance between immediate tactical needs and future industrial growth.

By fielding an available weapon to address urgent border vulnerabilities today, India hopes to leverage the resulting co-production partnerships to eventually engineer superior, locally manufactured systems tailored to its unique environmental requirements.

The financial and logistical scale of the acquisition involves an estimated ₹292 crore under the current emergency tranche.

While the US State Department initially cleared a potential sale of 100 missiles and 25 lightweight command launch units in November 2025, reports indicate the current fast-tracked order will consist of around 60 missiles due to the strict emergency budgetary ceilings.

United States Ambassador Sergio Gor recently confirmed the signing of a Letter of Offer and Acceptance, celebrating the "battle-tested" system and noting that the potential for joint production presents a significant opportunity.

He emphasized that bilateral defence ties between the two nations have currently reached unprecedented levels.

However, a subtle but persistent concern remains regarding the impact on India's domestic defence industry.

Critics argue that financial resources and time spent on imported hardware—especially systems that struggled during domestic trials—could be better utilized to accelerate indigenous projects like the Nag, Helina, and the MPATGM.

The core frustration lies in an apparent double standard: while homegrown missile systems are subjected to grueling, years-long validation hurdles to prove their absolute worth, foreign imports like the Javelin appear to have bypassed similar stringent requirements to secure an emergency order.

Nag is India’s indigenous third‑generation, fire‑and‑forget Anti‑Tank Guided Missile (ATGM) developed by DRDO. It is one of the core systems in India’s Integrated Guided Missile Development Programme (IGMDP) and has multiple variants covering land, helicopter, and extended‑range roles.
