In a landmark development for national security, the Ministry of Defence is on the verge of finalising a historic ₹3.25 lakh crore (approximately $36 billion) contract to procure 114 Rafale fighter jets.

This acquisition, concluding the long-awaited Multi-Role Fighter Aircraft (MRFA) programme, represents one of the globe's most significant defence procurements in recent history.

While the deal aims to arrest the dwindling squadron numbers of the Indian Air Force (IAF) and bolster its combat edge, it comes amidst a rapidly shifting balance of power in the region.

With the addition of these 114 jets to the 36 already in service, India’s Rafale fleet will swell to roughly 150 aircraft. However, defence analysts are now grappling with a critical question: will this formidable fleet be enough to counter the relentless expansion of the People’s Liberation Army Air Force (PLAAF)?

The Dragon's Unprecedented Expansion​

The strategic landscape has transformed radically since India first conceptualised the MRFA programme. China has accelerated its military aviation production to levels previously unseen in peacetime history.

According to defence intelligence estimates, the PLAAF’s expansion in 2025 was nothing short of staggering. In that single year, China is believed to have inducted nearly 300 new fighter aircraft.

This includes approximately 120 units of the J-20 ‘Mighty Dragon’ heavy stealth fighter, comprising both the J-20A single-seat variant and the advanced J-20S twin-seat version.

The twin-seat version is specifically optimised for complex modern warfare, including controlling drone swarms ("loyal wingmen") and coordinating electronic warfare.

Furthermore, the PLAAF added between 100 and 170 non-stealth platforms in 2025 alone. These include the potent J-16 multirole fighter (and its electronic attack variant, the J-16D), carrier-borne J-15 derivatives, and the single-engine J-10C.

The production rate of the J-20 alone underscores the disparity. From a fleet of roughly 150 in late 2022, numbers surged to over 200 by late 2023. With production lines now stabilised at over 120 stealth jets annually, the J-20 programme has become the world’s fastest-growing fifth-generation fighter fleet.

The Quality vs. Quantity Equation​

Can a fleet of 150 Rafales realistically deter such a massive force? The answer requires looking beyond mere headcounts to operational capabilities.

The Rafale is widely considered the world's premier 4.5-generation fighter. It brings a "qualitative edge" that few adversaries can match.

Its combat-proven pedigree, combined with the RBE2 Active Electronically Scanned Array (AESA) radar and the SPECTRA electronic warfare suite, allows it to operate deep inside contested airspace.

When armed with the Meteor beyond-visual-range air-to-air missile and the SCALP deep-strike cruise missile, the Rafale can outrange and outgun most fourth-generation adversaries, including China’s J-10C and J-16.

However, the J-20 poses a unique challenge. As a fifth-generation platform, it relies on stealth, low observability, and sensor fusion to engage targets before being detected.

In a potential conflict, the PLAAF would likely utilise the J-20 not for "dogfights," but as a sniper within a "system-of-systems"—leveraging data from satellites, airborne early warning (AEW) aircraft, and ground radars to dismantle opposing air defences.

Numerically, the IAF will remain at a disadvantage, particularly in the Western Theatre Command facing India, where China has upgraded airbases and logistics networks to surge hundreds of fighters rapidly.

A Layered Strategy: Bridging the Gap​

Recognising that numbers alone cannot be matched, Indian planners are adopting a layered defence strategy. The acquisition of 114 Rafales is not a standalone solution but a critical bridge.

The Rafale fleet is intended to serve as the "spearhead" of the IAF, securing air dominance while India’s indigenous programmes mature.

The deal buys vital time for the development of the Advanced Medium Combat Aircraft (AMCA)—India’s own fifth-generation stealth fighter, expected to enter service in the next decade.

Moreover, the IAF is focusing on integration. The combat potential of the Rafale will be multiplied by its interoperability with other indigenous platforms like the Tejas Mk1A and the future Tejas Mk2.

When networked with India’s S-400 air defence systems and space-based surveillance assets, the Rafale becomes part of a cohesive defensive net that is far harder to penetrate than aircraft numbers suggest.

Conclusion​

While 114 new Rafales will not equal China’s annual production in pure arithmetic terms, their strategic value is immense. They restore the IAF’s offensive punch and ensure a credible deterrence posture.

By securing a decisive technological advantage over non-stealth Chinese fleets and maintaining the ability to inflict unacceptable damage in retaliation, the Rafale deal ensures the skies remain contested—buying India the necessary time to field its own next-generation capabilities.

The Rafale is not just a fighter jet; for India, it is the linchpin of a strategy designed to hold the line until the indigenous aerospace ecosystem is ready to take the lead.

You just can't counter china until you have your very potent AMCA(tejas mk2 also could be used in intercepting, SEAD missions but not in stealth aircraft countering or hunter killer roles) more specifically AMCA mk2 in large numbers could potentially overwhelm PLAAF (for sometime) if you really want to win PLAAF then you need to start the 6th gen program in mission mode in 2030 to counter their J36 which is flying today
 
The chinese aircrafts are not battle tested are they? We need to build on a strong radar to detect the stealth aircrafts or need a strong EW system.
 
J20s are said to be extremely capable jets in terms of raw power (considered one of the top jets in thrust to weight ratio) plus the 5th gen characters... And rafale is the ONLY jet that can counter J20 other than F35, because of SPECTRE EW suit... Our ground radars can catch the J20 and the extremely capable EW of rafale can interconnect with these signals and fight at par with the J20s, even if the rafale's radar itself may be blind against the J20. Remember, our answer to the J20 or J35 is AMCA(infact AMCA's specifications easily dominate J20 IF we do succeed in those targets), but yes Rafale can hold its ground against these chinese jets till AMCA arrives.

France is giving access enough till the level where weapons integration and sensor fusion is possible... But they won't give access to modify SPECTRE EW suit or the core mission supercomputer (these 2 are what makes Dassault the exact money Rafale brings in and no one shares their bread and butter secret)... Also Rafale is useless without SPECTRE as it is the only thing powerful enough to counter even 5th gen threats and increase the survivability of rafale in contested airspace. So yea, the access we are getting in this deal is actually satisfactory enough at this stage.

You can't counter a stealth plane with a stealth plane. You need to detect and destroy it not hide from it.
 
Since we are not going to get the first Rafale since 2030, would it not have been better to invest that money in R&D for MK2/AMCA? I mean if we get the engine deal done with the US, wouldn't we be able to produce Tejas MK2 by 2030?
 
We need 145+ Su-57 tech based Perspective Multi role Fighters (PMF ) and its IZD-177S made in India and 126+ AMCA-I and 300+ AMCA-II to deal with PLAAF threat !

One word answer to both your questions is NO. It is all about getting numbers at the required time and not vague promises without a defined and critically realistic timeline.

No one questioned why the US has so much air power?? USAF+USN+USMC+ US Army+US Air National Guard.

No one questions when erstwhile Soviets and today's Russia has so much of air assets in their various forces.

So why should anyone question China?? If they have the capability and resources, they will build.

No one has stopped India from getting 10, 000 air assets, if it can afford it.
 
We need atleast 60 -100 SU 57 with R37M AAM for defence against China-Pakistan axis. Then only would Rafaels be useful. Rafael alone may be good against Pakistan but not at all against China-Pakistan axis
 
We should look forward to acquire SU 57. If Russia is willing to share all operational and mechanical engineering data, we should go ahead in procuring domestic manufacturing of SU 57. But, at the same time we should continue upgradation of Tejas. Also, AMCA progress should be monitored closely by defence and PMO ministries. India should also partner with the best and willing nations/companies to develop engine for the AMCA at home. Both, Tejas and the AMCA program should focus on above 90% of indigenous procurement and logistics.

Rafale is a small fragile slow flying jet capable of bullying opponents without any air defence. Like Libiya, Taliban, ISIS etc our neighbours a totally different kettle of fish. Mord Rafales will make Pakistan v happy. With its low ceiling it will be a liability in the Himalayas .invhbd agdbif dtelath who would choose a jeg with protruding refueling nozzle imagine how it will show up on the radar. No country would willingly share engine metallurgy data. It is the most closely guarded secret, probably as much or more than source codes. The French were the only possibility for a lot of money and a deal has been done. However, how much of it is honored remains to be seen. The only possible reason, I can think off is that they have had a breakthrough in new Gen tech, so they can afford to share the current level.

The SU-57 is desirable but I would rather they are imported directly ( about 60 -72 ac). Reason is simple if the SU-57 uses up the SU-30 lines, they will impact on the SU-30 overhauls. IAF has over 250 of them. It will also impact the Super Sukhoi upgrade program. There are also big plans for Tejas Mk2 and AMCA production. You would want those lines to be available for them. So in my opinion SU-57 should be a direct buy with provision in the contract for future system and weapon upgrades with Russian assistance.

You have been continually berating the Rafale. My question is simple. Are your comments from actual experience or direct first hand knowledge?? I would like to think that IAF guys are a bit more professional and know what they are doing. They wouldn't be asking for a 30+ billion $ deal, unless they know it is worth it.

If you have direct knowledge ( first hand only), then please talk specific points, rather than put up generalities. A sincere request.

India must increase its Squadrons by buying Non CATSA Sanction Countries Old and Used Aircraft Besides New Aircraft such as France Rafaele and Great Britain-Germany-Italy-Spain Eurofighters. All in all 100 Old and Used Rafaeles for 90000 Crore and 150 Old Tranche 2-3-4 Eurofighters for 1.60 Lakh Crore and 60 New Tranche 5 Eurofighters be bought at 90000 Crore with Near 100% ToT alongwith Software Source Code from Great Britain for Rafaele Upgrade too installing new Tranche 5 Eurofighter Software alongwith with Captor AESA Gallium Arsenide and Gallium Nitride Hybrid Radar in Old Rafaeles. Rafaele can Fire any British and Indian and Russian missile after software upgrade as Source Code remain with India. Pirate IRST can be installed in Rafaele with Small MAD. Also Meteor and Brimstone, Storm Shadow/Brahmos NG, HARM Missiles of USA, Paveway III 2000 lb laser guided munitions and with Indian Astra Missiles and Russian Missiles and Glide Bombs can be Fired from Rafaele. From Russia 400 Empty Su 57 M4 Tailor Made with AL 177 108KN Dry Thrust and 176KN Wet Thrust Engine (popularly called as Idzeliye 30 Engines) with Nearly 100% ToT @400 Crore each plane with Pirate IRST and Small MAD and Indian Radars and Avionics and Indo Russian Weapons be added to IAF Squadrons. Say Nearly 22 Squadrons for 1.55 lakh Crore+ 1.45 Lac Crore= 3.0 Lac Crore (Payment of 1.55 Lakh Crore to Russia in Indian Rupees and rest in house around 1.45 Lakh Crore on radar Avionics and Weapons) = 3 Lakh Crore.

Simultaneously 800 Plus=826 Empty Mig 35 Tailor Made be purchased with Three Soloviev D30F6 Modernised Engines @200 Crore per plane. Pirate IRST alongwith Indian and Russian Radars and Indian Avionics and Indo Russian Weapons be inducted into Tailor Made Empty Mig 35 planes. with 100% ToT to be manufactured in India. It will cost around 50000 Crores. Mi26 T2V can lift 20 Ton Weight say 18 Ton ATAGS Howitzer easily. While Chinook Indian Version can lift 10-11 Tons only and USA CH-53 can lift 23.5 Tons maximum.

A Must Buy is 40x IL76 MD 90A a 60 Ton Tank Ferry Transport Planes for 4000 Kms or 52 Ton for 5000Kms and it is from Russia and to be bought with 16 Spare Engines -- 4 Engine per plane. It may cost around 1250 Crore per plane. = 50000 Crore. It can carry all Russian tanks including Arjun Mk I. But 68.5 Tons Arjun Mk ii MBT can be airlifted by IL76MD 90 A plane too in semi knock down kits and war ready in 2 Hours.

As 77 ton C17 Globestar Plane is not available so 30 Extra IL76 MD Planes may be procured.

Also For Indian Navy 45 Old but Refurbished Conventional Submarines including New Submarines would be required. Of which 17 Conventional Submarines are in place including 4 Redundant HWD 209 Class, 6 Newly built Kalavari Class and 3 in pipeline for 6000 Crore each=18000 Crore and 6+1 Upgraded Kilo Class are in Fleet. So 25 extra Submarines required of which 6 can be bought from HWD project 75i 9000x 6= 54000 Crore with Tech Transfer and 6 type 212A old German Submarines @ 5000 Crore each submarine= 30000 Crore, 3 from Spain with follow on order for 6 More 6000 Crore each submarine lump sump deal = 54000 Crore, and 4 from Italy Todaro Class for 7000 Crore each Submarine= 28000 Crore. Total Submarines Value = 1.84 Lakh Crore.
For Indian Navy Following Aircraft Carriers and Destroyers and Frigates need to be bought along with 4 Old Mine Sweepers with tech transfer of AUV.

Total Expenditure on Ships would be 4.20 Lac Crore Lump Sum including Submarines, Aircraft Carrier, Helicopter Docks, Destroyers, Frigates and Mine Hunters cum Sweepers.

Atleast A400M Transport Plane from Germany/France is good to Consider for Medium Transport Plane may cost around 3200 Crore per plane including training and spares and overhaul. 36 Such planes will cost 1.15 Lac Crore Lump sump. since it it is 37 Ton Plane it can carry Two Howitzers Simultaneously Which Embarer C390 can not airlift simultaneously being Odd 26 Tons. Atlas A400M can also Carry One Light Weight Tank 30-35 Ton along with Fuel Supplies. Also Smerch like MRBL System of 33 Ton Empty Weight can be transported. May be Pinaka as Empty Weight unknown and may be 33 Odd Tons - Rockets & Fuel Weight.
Though Embarer C390 is waste of Money. Any Barter deal must not include My Technologies say otherwise all of Indian weapons will be useless including LCA, Missiles and drones. They can not even be presented or show off.

Lump sum 15.60 Lakh Crore as rounded off Deal needed from Russia and simultaneously 7.75 Lakh Crore Deal as bargain deal from USA besides Old Rafaeles and New and Old Eurofighters 3.5 Lac Crore. Total 20.50 Lakh Crore will be Hard Currency Foreign Exchange out go including Submarines, all kind of Ships and Small Arms and Howitzers and Drones. Rest 13.40 Lac Crore in Indian Currency Rupee-Rouble trade. Rest 6.85 Lac Crore will be required for in house Upgrade.

Besides this 2000 Armata T14 Tanks with 2000 HP Engine and 500 T-80BVM tanks Diesel Engine of Armata 2000 HP will be required. =2.70 Lakh Crore with arms, Spares, Maintenance, and Overhaul and training all inclusive otherwise 1.70 Lac Crore Deal or no deal.

Also Small arms are also necessary for Indian Army like German Heckler & Koch 7.62x51 Caliber16 inch Rifles/Czech Bren 2 BR 7.62x51 Caliber 16 inch Rifle and Swedish Carbines = 2.60 Lakh Crore. (with ammunition manufactured in India).
With 12000 each Light & Heavy Machine Guns (German/Swedish)

And Mountain Guns like ATAGS Guns and Athos 2052 Guns of Elbeit Systems Israel/Trajan from Nexter from France. = 0.8 Lakh Crore.
Approximate 3600 Howitzers can be purchased in this amount half way splt between Indian ATAGS and Elbeit Like Athos 2052 Guns at latest Tender rates. 100 or More K9 Vajra latest South Korean Version too can be added reducing total number to 3300.

Predator like and Harop Like Non-jamable Local Drones with tie up with Israel =50000 Crore

So Total = 40.50 Lakh Crore=41 Lac Crore as Rounded Off need to be culled out for Strengthening Indian Armed Forces are my views. Anybody can differ from my views though I feel India must think of Strengthening the illogically left weak armed forces to be able to withstand and won 6 Front War if the need arises.

The Expenditure Spend will be Valid for mostly 50 Year Lifespan for Airforce Planes and 45 Year for Naval Assets except 6 Old German Submarines for 23 Years. Similarly Army tanks and Howitzers will have life cycle of 40 Years. The Small Arms will have Life Cycle of 15 Years.

I feel it is time to Upvalue price of One Rupees to One US Dollar Equivalent Denomination to Slash Total 774 Billion USD Debt of India. Good Gold Reserve say 39 Lakh Crore of RBI will still left after paying all debts. India will become Debt free. Say 46% debt in Hard Currency that need to be paid after upvaluation. Rupee Debt upvaluation se pehle pay kar do. Padmanabhan Gold Reserve be taken Over by India. Also India must go for isolation of Domestic Economy by going Digital. Rupee only remain for Export Import and Foreign Travel. GST need to be Scrapped say all taxes including income tax and Cess and Surcharges need to be Scrapped and also 7 Kilo Watt Power be free for individuals and 4 MW for industry.

By the time we get to this point... PLAAF would already be incorporating 6th gen mature jets... It not comparison with them, but getting enough to deter the threats effectively

There is nothing to worry in that. If you have money, you can buy a gun IF LAW PERMITS. And international law permits that. What world needs to worry today is nuclear weapons, and trust me, China (and even India alone) has enough of nukes to destroy the entire world single handedly, so yea no need of worrying about that either
