Australia can save a lot of money in labor, and time, other Countries ae doing that.

It would be good if Australia can outsource any work, parts or technology so we can build or repair any of already. Pp their ships or need help in making their naval ships at a cheaper price. Our ship builders have just started to use modular construction technique and are upgrading a lot of yards to make them efficient, modern and the best infrastructure to manufacture ships. We need to make more civil ships and not just military ships which is what its used to him mostly and we need to encourage exporting ships.

Not happening. Local shipbuilding is a very touchy topic in Australia, and they don't outsource ship construction unless they need ships urgently. That is the case with the planned GP frigate class that will succeed the Anzac-class, where the first three ships are planned to be built in foreign yards (the RAN wants them by 2030-31), and the remaining eight in Australian yards, entering service by 2040 or so. Repairs are another thing entirely, but the RAN does possess or deploy in numbers that often such that they would absolutely need to send ships for repairs in foreign yards.
