Iran Classifies Parts of Chabahar Port Deal with India as Confidential Amid US Sanctions Concerns

Iran has decided to keep certain aspects of its recently signed 10-year agreement with India for the development of the strategic Chabahar port confidential. This move, according to Iranian officials, is intended to protect the deal from potential US pressure and sanctions.

Ali Akbar Safaei, the head of Iran’s Ports and Maritime Organization, expressed concerns that revealing the full details of the contract could expose India to US sanctions. He declined to provide specifics about India's future operations at the port during a press conference, further emphasizing the sensitivity of the issue.

The May agreement between Iran and India granted India Ports Global (IPGL) exclusive rights to develop and manage Chabahar for a decade. India has already invested $85 million in the port and has committed an additional $285 million under the new deal, bringing the total investment to $370 million.

Chabahar port is strategically significant for both countries. For India, it provides a bypass to Pakistan and access to Central Asia, allowing it to counter China's influence in the region. For Iran, the port represents a major trade hub with potential for substantial economic growth.

US Sanctions and the Chabahar Deal​

The decision to classify parts of the agreement as confidential highlights the complex geopolitical landscape surrounding the project. The United States has imposed sanctions on Iran, and any entity engaging in business dealings with Tehran risks facing penalties.

In May, following the signing of the agreement, the US Department of State's Deputy Spokesperson Vedant Patel warned of potential sanctions against India if it proceeded with the Chabahar port deal. Patel emphasized that US sanctions on Iran remain in place and would be enforced.

However, it is important to note that India obtained a US sanctions waiver in 2018 to work on the Chabahar project. This waiver allowed India to invest in the port's development without facing penalties from the US. Whether this waiver will continue to apply under the new agreement remains unclear.

Future of the Chabahar Port Project​

Despite the challenges posed by US sanctions, both India and Iran remain committed to the development of the Chabahar port. The project is seen as crucial for enhancing trade connectivity and boosting economic cooperation between the two countries.

Iran has its own plans to develop other terminals in Chabahar and has invested heavily in building a railway connecting the port to Zahedan, a city near the border with Afghanistan. This railway is expected to further enhance the port's connectivity and trade potential.

The future of the Chabahar port project will depend on how the US sanctions policy towards Iran evolves and whether India can continue to navigate the complex geopolitical landscape to safeguard its interests in the region.
