It's a political system who's lessons have been embraced by countries that has actually penalized and suppressed communists.
1. Singapore - People's Action Party is a defacto Leninist Party state that still retains its cadre system.
2. Taiwan - Kuomintang Party combined Nationalism with Socialism, Once they lost the mainland to CPC they reverted to their socialist, more precisely Leninist roots to weed out left liberal parasitism. Chiang's son Chiang Ching Kuo was literally a trained communist who fused Leninist statism with the existing market system.
3. S Korea - Park Chung He was literally labelled a communist and slated for execution. He'd go on to develop S.Korea and incarcerate commies for being enemies of the state.

Indian communists aren't Marxist Leninists, In fact most of the things a Indian Communists have done go against the basic tenets of Marxist Leninism.
