Pakistan May Field Nuclear Submarines by 2028, Leveraging Existing Second-Strike Capability, Says Former Commodore

Pakistan could potentially field nuclear-powered submarines by 2028, significantly enhancing its naval capabilities and potentially altering the strategic balance in the Indian Ocean Region, a retired senior naval officer has claimed.

Commodore (R) Obaidullah, in a recent interview with Suno News HD, suggested that this milestone could be achieved within the next five years, although he did not specify the type of nuclear submarines being considered.

Commodore Obaidullah highlighted that the Pakistan Navy already possesses a credible second-strike nuclear capability, a strategic deterrent possessed by only a handful of nations worldwide.

This capability is crucial in nuclear deterrence theory as it ensures a nation can retaliate with nuclear weapons even if its primary land-based nuclear assets are destroyed in a preemptive first strike.

Pakistan's claim to a second-strike capability is primarily attributed to its Babur-3 submarine-launched cruise missile (SLCM). Successfully tested in 2017, the Babur-3 reportedly boasts a range of 450 kilometers and is believed to be deployable from Pakistan's existing fleet of conventionally powered submarines, primarily French-designed Agosta 90B (Khalid-class) submarines.

However the limited range of Babur 3 puts a question mark on its effectiveness as a second strike capability.

While Commodore Obaidullah's remarks did not elaborate on the specifics of the potential nuclear submarine program, speculation naturally turns to China, Pakistan's close ally and a major defence partner.

China has been instrumental in Pakistan's naval modernization efforts, notably through the ongoing delivery of eight advanced Yuan-class (Type 039B) diesel-electric submarines equipped with air-independent propulsion (AIP) systems.

These submarines, considered among the quietest in their class, are expected to be fully delivered by 2028 and could potentially be modified to carry nuclear-capable missiles.

Should Pakistan pursue the development or acquisition of either ballistic missile submarines (SSBNs) or nuclear-powered attack submarines (SSNs), it is widely believed that China would play a crucial role. This could involve direct procurement of Chinese-designed submarines or the transfer of critical technologies to facilitate indigenous development.

China's own naval inventory includes Type 093 (Shang-class) SSNs and Type 094 (Jin-class) SSBNs, which could potentially serve as models or starting points for a Pakistani program.

Furthermore, China has recently unveiled the Type 093B, a modernized variant of the Type 093, showcasing advancements in silencing technology and weapons capabilities, further fueling speculation about potential technology transfers.

Pakistan's pursuit of nuclear submarines is viewed in the context of its broader efforts to enhance its maritime capabilities, particularly in response to the Indian Navy's growing blue-water aspirations.

The Indian Navy operates the INS Arihant, its first indigenous SSBN, and is developing further vessels in this class, while also pursuing an SSN program. The induction of such capable platforms by India has been a significant driver for Pakistan's naval modernization strategy, aiming to maintain a credible deterrent in the maritime domain.

It is important to note that while the comments of a retired officer offer valuable insight, they do not constitute official confirmation of a nuclear submarine program. Pakistan's government has not officially announced any plans to develop or acquire nuclear submarines.

Nevertheless, the discussion highlights the growing importance of the maritime domain in South Asia's strategic calculations and the potential for increased naval competition in the years to come.

India will be closely watching developments in this area, given the potential implications for regional stability and nuclear proliferation.

pakistan will never get chinese submarines, US will come down heavily on Pak and china by sanctions. China is scared of trump and is waiting for him to become president. Biden in his last days is trying to act strong by sanctions thats all.
The chinese 2nd strike is already in the form of BABUR sub launched cruise missiles, it is not fool proof as it can be intercepted.
What will be difficult to stop is a massive volley of ballistic missiles. We saw in the israel war that even isreal could not stop hypersonic missiles hiting its airbase > well all these IRBMs travel at hypersoninc speeds while approaching the target. There is no 100% way to stop them. The new type 093 Aip subs have a missile silo just behind the conning tower, capable of launching a single ballistic missile. China is helping themout. we will se pak trumpeting its capability in the times to come.

Then why Akula class Subs are leased why not they were direct sold to Bharat Instead of Leasing , if SSN are sold Directly why it was Not happen with Bharat in earlier

If same things was down by Palestine would Israel just sit quite ?? Why is Indian Agencies most visionless and incompetent? Indian Agencies totally failed to even smell CIA/ISI coup in Bangladesh. ISI stole the land under India's feet

India keeps forgetting India was the victor in 1971 war. Shimla accords are a testament to that victory. So, it is very much in India's interest that Shimla accords be adhere too and Pakistan must comply to those accords. Pakistan as no right to militarize and attack India, and so we have rights to take action against Pakistan for violating the Shimla Accords and not let them build up their military. Indira wanted to take care of Pakistan before they had bomb and that would have been appropriate. Still, we can take actions for violating accords.

I admire the dream of Pakistan.. Bina paise ke aise dream pure krne ki jid ne na jane kitne empire dubaye hain.. Ek or sahi.. Waise bhi we will love to break Pakistan in 4-5 pieces...

Pakistan has no money for food education or health infrastructure Water Electricity and the idiots are dreaming of squiring SSNs and SSBNs. However with their hatred for India they will eat grass, sell heroin and arms ammunition whilst the public starves yet they will spend over 40000 crores or 5 to 6 billion to purchase the dubs . Maintaining them would bankrupt them.

No way china will give type 93 or type 94 to Pakistan as they costed billions in R and D to develop. Likely type 91 or 92 which are underwater orchestra and can be easily tracked by Indian Navy.

Lol ur family and other Indians are not dying in daily train blasts or shootings like happened in India from 1993-2008. That itself shows what NIA RAW IB are doing along with unknown gunmen.

@Radha Ramanan
But Chinese origin subs are noisy especially the ones they are giving to Pakistan. Only latest Type 93B with pump jet is quiet but that china is keeping for themselves
It is not noise, but capability. If they launch their ballistic missiles then what risk it poses India. Certainly, Pakistan has not maintained peaceful coexistence so INDIA must act as it violates THE Shimla ACCORDS.

You should fear a country or a person that holds nothing to loose. India has been surrounded aall around so we should accept it and prepare it. You think this country is peacefull and all happy going. Jump on to the dark side of twitter, reddit, telegram you can see the reality. Be prepared for anything in coming months/years

bro i seriously laugh at ur thoughts. You think pakistan dont have money?? lol the amount of black money and undisclosed money pakistan posses you cant even imagine it. but for common people there are less money.

Yes possible.. but then they are not bankrupt.. Just a couple of days back, they placed order for 40 J-35s.. the world including us think that they are starving .. but there is no recorded death there due to starvation 2020-2024. Maybe we need to look at them from a different perspective.

Most likely scenario is China giving them a readymade Nuclear sub(SSN or SSBN) but the true question is what is Pakistan giving to Chinese in return. By the way the claimed existing second strike capabilities is a myth. Submarines are of standard size torpedo tube 21 inch in width. Even if Babur3 is armed it mostly would be with a tactical nuke warhead. Also their own claim of 450km(for any missile optimal range would be much lesser) range gives them a limited range.

You underestimate their partnership and common target of India

China better worry Pakistan for few dollars would give all details and tour to Americans. Pakistani are least trust worthy.

Good, arming of Pakistan will spur us into a massive arms race and we will have to increase our Defense budget to 3% of GDP to keep up which will ensure a lot of capability!

US won the Cold War with the Soviets by investing heavily in military capability, so should we…Further we should arm Taiwan with a nuclear weapon launched from their SSks, if China provides nuclear propulsion capability to Pakistan, it must be a red line for us and made clear to the Chinese…

Bharat must develop economically and militarily but also speak clearly and forcefully, without fearing China.
