Can India Finally Master Submarine Tech with $9B P-75(I) Deal with TKMS after Past Failures of HDW Bribery Scandal and ToT Fumbles with Scorpene


The Indian government has approved a $9 billion contract with Mazagon Dock Shipbuilders Limited (MDL) and Germany's Thyssenkrupp Marine Systems (TKMS) for the design and construction of advanced submarines under Project 76. This agreement includes a comprehensive transfer of technology (ToT) aimed at empowering India to eventually design and build its own submarines.

This collaboration with TKMS marks India's third major attempt to acquire submarine technology in the past four decades. The first attempt began in 1981 with the purchase of four Type 209/1500 submarines from Howaldtswerke-Deutsche Werft (HDW), TKMS's predecessor. This project was hampered by a bribery scandal in 1987, leading to the blacklisting of HDW and a halt in further cooperation.

India's second attempt involved the Scorpène-class submarines under Project 75, signed with France's Naval Group. Between 2017 and 2023, six Scorpène-class submarines were built, with three more planned. However, the Indian Navy and MDL criticized the ToT as inadequate for independent design and development of future submarines, leading to the initiation of the long-delayed Project 75I.

Under the newly approved Project 76, TKMS will design a new class of submarines specifically for the Indian Navy, which will serve as the basis for indigenous submarine development. The hope is that this partnership will succeed where previous efforts failed, enabling India to establish a robust domestic submarine design and manufacturing capability.

However, questions remain about whether India will fully capitalize on this ToT opportunity. Critics point to the Indian Navy and MDL's failure to fully absorb the technology from the Scorpène-class submarines, raising concerns about the effectiveness of past ToT investments. Both the Navy and MDL have faced criticism for lacking the necessary expertise and commitment to fully integrate advanced submarine technologies.

If executed successfully, the partnership with TKMS could provide India with the tools and knowledge to develop state-of-the-art submarine designs. A successful Project 76 would reduce India's reliance on foreign suppliers and bolster its defence manufacturing sector. The new submarines are expected to incorporate advanced capabilities such as air-independent propulsion (AIP) and stealth technology, significantly enhancing the Indian Navy's capabilities.

Project 76 carries high stakes. While previous ToT agreements have had mixed results, this collaboration with TKMS offers a new opportunity to overcome past shortcomings. Success will require strong leadership, a clear plan for technology absorption, and a commitment to developing local expertise.
 
Will there be any resentment from Navantia if Germany has not proven its AIP in the offered model? Even a small complaint from Navantia, and L&T will further delay the process.
 
Definitely this time TOT will be absorbed by MDL and Indian Navy as we are led by non corrupt nationalists govt. Since last ten years lot of effort and funding has gone into R&D. Every effort is being made to make AtmaNirbharta a success. Jai Hind!

Germany has proven everything that's why GOI gave the green light.
 
This submarine is really really good. like seriously very advanced and capable. I am very excited that navy is buying it.
 
India can build nuclear submarines but not diesel-electric submarines... what a tragedy... The main problem is that the government never gives sufficient funds for R&D... If any failure occurs, the government suddenly stops funding... why... The government should give whatever money is required for jet engine and marine propulsion technology, but who cares... The government is busy with "ladli laxmi"... so no priority right now... even the BrahMos ramjet engine comes from Russia... Nothing to say...
 
Project 75I it self a mistake... We should not go for any new submarine... What we need to do a follow on order of Kalvari class with more indigenous components in 6 nos. And after that we make our own based on this design like what S.Korea has done... But it is third time we are singing a TOT deal on submarine... Still can't make our own..
 
I think navy should concentrate on nuclear powered submarines rather than diesel. But it is still ok. At least something better than nothing. Already wasted too much time in selecting partner.
 
I personally believe that LNT also should be given a chance. There should be government-to-government contracts between India and Spain. This is in addition to the submarines already being ordered from HDW. The advantages are manifold:
  1. Cheaper submarines (will cost around 1 billion USD per sub, whereas the German one is 1.5 billion USD).
  2. LNT will be a world-class submarine maker, and we'll get further orders from other countries, like BrahMos corporation.
  3. LNT is much more competitive than MDL, so we'll get submarines faster.
Our foreign exchange reserves are more than 600 billion USD. 6 billion USD is just 1%, and we'll spend that over six years (say). We should order 12 submarines.
 
Germany no doubt has one of the best weapon platform in the world. But political leadership off late has become un predictable.
Eg. Engine deal for ZORAWAR.
Though German firm can claim economic viability as a reason for unable to supply engine.
 
Should be finalised immediately and order placed. There are many people in politics, bureaucracy , judiciary etc waiting for any small opportunity to jeopardize this project.
 
I am confident of navy warship design bureau of absorbing german submarine technology and on developing and delivering our own submarine ssk designs for the follow on ssk. Unlike IA, navy will achieve indegenization in submarine arm.

We cannot afford an all-nuclear submarine fleet by any stretch of the imagination.
 
This is a critical requirement and a major advancement than what we currently have. While we have already started researching our own indigenous submarine program for the larger 12 indigenous submarines it will take a bit more time until they finally complete researching it.

It is not the government. It is PSUs like MDL, HAL and organizations like GTRE, DRDO, that did not learn anything from the experience in assembling submarines, aircraft, engines, etc., all these years.
 
We easily forget what they have done after corona period. Offcourse people got short memory. What about their stand against us in sale of railway products and kashmir issues. Offcourse their sale of high tech products in defence to china is also ignored.
 
Govt should have divided between MDL and L&T in 4:2 ratio for competition and better results.
Ok, a great idea! But it may be difficult to provide logistics and control in two different places. (?) TKMS company has orders for 12 units of type 212CD and 3 units of type "Dakar". In Kiel, the engineers are worth their weight in gold..
