It has completed cdr meaning they made the specifications and drawings of every part of plane. They just need to manufacture it. So, it is not a dream, but at high stage of development.
They have already spent years developing the tech, now they are going to manufacture it as cdr has been made meaning every drawing of every part has been made and is ready to manufacture.
Tejas MK2 and AMCA may have many common Tech , But GaN based AESA Radar has to b developed and Tested.
The Radar is developed, but circuits will be changed to GaN from GaAs.

"If all goes according to the plan, the AMCA's maiden Flight is slated for September 2028", this is the catch, 5th gen stealth fighter jets doesn't fall through the roof from the sky instantly, it will take a very long time to slowly mature, so the Korean KAI approach, would be the best way for us, make a 4.75 AMCA in the shape of 5th gen jet first and slowly optimize that to fully 5th gen jet, Countries who have many years of experience in Aerospace have struggled, we are only Baby Stepping into aerospace, KAI KF-21 and KHAN are 4th gen jets covered with 5th gen costumes, KAI is atleast 4.75 gen jet, Tempest and FCAS are struggling, SU-57 and J20/FC-31 are going through iterations of changes to mature, F35 is still going through a lot of issues.

F-22 is Fifth Gen while AMCA mk1 will b 5.5 Gen and AMCA MK2 when enter in production may have some 6th Gen Tech so it will b better than F-22 .Actually India may have 6th Gen Fighter jet when MK2 enters production. Gap may b automatically bridge

Turkey haven't developed their jet indigenously at all. Turkey has been buying off the shelf parts, equipment and technology from the USA and NATO allies. Without their help then turkey wouldn't be able to develop anything. India is developing everything by itself indigenously and when the AMCA jet comes out it will be a 5.5th generation jet and better than theirs.
Kaveri with 50kn of dry thrust has been developed 100% indigenously. Unfortunately it can't produce enough thrust that we can use with modern day jets but it will be used on the stealth UCAV Ghatak drone. We are also developing the Kaveri marine engine which has been showing very good results and it can eventually be used on our small to medium naval ships or for normal ships.
AMCA Mk 1 is arguably not even a 5th generation aircraft, let alone some vague 5.5th generation. AMCA Mk 2 may end up being a 5th or a 5.5th generation aircraft.
